Setting up GOTV is way more convenient than installing an HLTV server
, because GOTV is already built in to a normal CS:GO server. For example, I wanted my match server to have GOTV connected. I edited the server's command line to include the following two commands:
+tv_enable 1 +tv_port 27023
I chose to enable the GOTV on port 27023 because the scrim server is running on port 27022 and because I also don't have any other servers running on that port.
These are a bunch of other commands you can set. You can set them in your server.cfg file. The default value is listed as well.

tv_stoprecord // stops the recording
