My current intel i5-2400s has a TDP (thermal design power/point) of 65W. Would buying a fan that is used on chips with 95W tdp, do anything beneficial? Would it help lower my overall case temp? Or just be a waste of money?

Also, Wikipedia (terrible source) states that TDP "refers to the maximum amount of power the cooling system in a computer is required to dissipate." Does that mean if my chip has TDP of 65W, that it will never need to dissipate more than 65W of heat?

EDIT:
After looking at some other fans at Canada Computers' website (right near my house) other fans would also be an option.

The i5-2400 is not unlockable and your HP motherboard will not allow you to overclock the traditional way. There is absolutely no point to add a different cooler. Plus, the one you linked is a stock replacement (Equal performance) not an upgrade. No, a CPU cooler will not lower your case's ambient temperature as it is blowing the warmed air into the case regardless. It is up to the case fans to remove that air.

TDP is the maximum power draw of the CPU(@stock), not cooling required.
