I don't know the specifics of your system but you could try messing with the EQ.
Right click on the speaker symbol in the bottom right corner.
Click on "Playback devices."
Right click whichever device you use.
click on "properties".
go to the "enhancements" tab.
click on "enable sound equalizer."
click on "more settings"
once in the equalizer i would suggest using small adjustments when lowering the volume of sounds so it doesn't cut them out entirely. cs go uses mostly high sounds so raising those allows you to hear footsteps easier.
keep in mind this equalizer changes all sounds on your PC. So maybe listen to some music while changing the settings to make sure it doesn't sound too weird.
