Today or sometime soon your windows 10 installation will update with a new version.

Run Disk Cleanup when finished and cleanup system files.

There are reports of Microsoft using the Xbox app to force Hz/2 vertical sync. Heres how to turn that off:
Open Xbox App > Config > Game DVR > Disable

And as always refer to this post to streamline and remove telemetry(Spying/Data Collection) from Windows 10, a lot of things are turned back on:

Here is a REGISTRY ENTRY to turn off all automatic updating in windows 10 (I am currently testing it out. You will have to manually check for future updates if this works)

If you upgrade you can tie your edition of Windows to your Microsoft account, so you really never have to buy it again.

after i updated i noticed my web browsing slowing and programs loading slower and (not responding) a lot more. my internet speed when connection to game servers stayed the same. i dont know whats up

If you have another AV, disable windows defender. That could have tightened up.

i think my isps default dns servers might be having issues. it only happens when web browsing not when playing on game servers which connect directly using ip not domain names. im changing my dns servers to googles public dns servers and seeing if that helps.

yep that was the problem and the windows update was just a coincidence. although on the website the second ip was 8.8.4.4

Here's what somebody at the steam forums was doing to force no updates. It's probably the same as what you posted above but I can't check it on my phone for some reason.

I had to use the media creation tool to update. The other one kept giving me an error

its in settings. go to settings click on updates and security, check for updates
