If I hit Shift + ', I get an @ sign. If I hit Shift + 2, I get ". How the fuck does this happen? Those two symbols switched places.

Key mapping may be weird. I've had problems like that numerous times on Linux but I have no clue how to fix that for windows.

Windows issues yay. It's a language problem. Your computer is trying to type in maybe Bilingual English or English instead of US English. Go to your system language settings/keyboard language settings.

Just to double check. If you press Shift + 3 do you get a question mark?

Well I restarted and it fixed. I just wanted a fix that didn't require restarting.
