Most of it is good information. The part about disabled raw input exists ion the "Optional" section of that guide. I have already done 90% of these steps trying to fic my problems.

STEP ONE: DPC LATENCY AND DRIVER UPDATES
Drivers should be updated unless a problem occurs with the latest versions. DPC Latency is a game killer. It is important to figure out what is causing it if you have high DPC latency. General giveaways are stutter and sound lag. LatencyMon is a good simple program for testing this.

STEP TWO: Install The Drivers
Well yea?

STEP THREE: POWER MANAGEMENT
All useful if you want maximum performance and dont care about heat or power. These recommendations are in our guide as well. However for the average user setting Windows Power to High Performance is enough. Disabling C states can be dangerous if you lack cooling(and have alarms off in BIOS).

STEP FOUR: MVP Virtu
I don't know what this is...

STEP FIVE: USEPLATFORMCLOCK
My CPU does not have HTEP option. Have not tried. It seems easily revertible.

STEP SIX: VIDEO CARD CONFIGS
Setting IRQ for video cards is unneeded nowadays. Would not try as you need to do a system restore if it fails.

STEP SEVEN: CORE UNPARKING
Do this step!

STEP EIGHT: USB CONFIGURATION
You don't need to disable USB3.0 ports, just don't use them for peripherals. Use them for storage devices only.

STEP NINE: CSGO SETUP
Even though there is a section that says "not optional" the snd_ commands are very optional. The rest is pretty standard.
